If the war is still going on, it hasn’t stopped. That’s like saying that the Normandy Invasions stopped the European War. Or like say that if you slow your car from 60mph to 30mph, the car is stopped.

For a non-native speaker, your command if English is very, very good. I can’t figure out why the word ‘stopped’ is giving you such trouble.

I understand war as two parties fighting each other. When a reason affects one party; making it "unable to carry on their attack"; then the fight is over. AKA "one part yielded".

Now; if that party is too stubborn to admit that they lost -like Haftar-; it doesn't change the fact that the war ended, unless you consider "bunker clearing" a war.

Turkey supported an elected government, while Russia supported a warlord. Big big difference.
And what kept Haftar going is European stalling of the Turkish intervention to help the elected, official government of Libya against the war chief Haftar.

Russia and Turkey are locked in an escalating conflict with proxy wars being fought in both Libya and Syria.
Putin has designs on Turkey and is sizing up Turkey's military resolve, as such it doesn't matter to them which side they are on as long as they are opposed.

As long as the UAE continue sending thousands of tonnes of arms and supplies to Haftar, the war continues.

If you think all that is going on in Libya is ‘bunker clearing’, you’re sadly misinformed.
