Trump blames urban problems on the Democrats, while ignoring the fundamental causes for the problems, such as poverty, urban decay, and trigger happy cops.  He is the one making this a partisan issue.  If he was president of the United States, instead of president of the Uptight Whites, he would seek resolution to the conflicts and not pick a side.  It's clear from his support of cops who kill ("they just choked"), alt-right groups ("they're good people"), and the kid who murdered protesters, he has chosen the side of white nationalism.  Since when is that welcome anywhere but a Klan rally?

The truth has always been, while the GOP argues states rights, that all budgets start with congress. It is true States can accept or reject government help, but either way cities are still subject to the purse strings of state government.
