More a galling lack of professionalism than a sign of barbarism, and it certainly isn't terrorism.

Let me ask you this, though, if it were a hand instead of a leg, and real instead of prosthetic, and they took it off in the middle of the town square for being a thief...would that be barbarity and terrorism?

1) The proper form of "catch" you're looking for is "caught."
1a) it’s spelled Barbarity (no e). If barberity was a word, it’d probably mean “like a barber”, which I’m fairly certain isn’t your intention,
2) You really think shit like this hasn't been well-known for decades? This sort of shit stopped being shocking shortly after Lynndie England and company decided to go to Abu Gharib and make the inmates re-enact half of Salo. When you've seen things like a guy's bare ass being used for target practice, using a live prisoner as a settee, people shackled to a bed while someone's panties soaked in pee are kept on his face, dragging another live person by his neck like he's this toy dog that your kid sister is pretending to take for a walk, and that big naked human pyramid, drinking beer out of a dead guy's prosthetic leg isn't all that shocking.

So what’s the outrage here? The guy didn’t clean the fake boot or something? I agree it’s barbarically unhygienic.

People who behead over minor display of others’ basic human rights shouldn’t be confused with having posthumous sanctity of artificial body parts.

I'm surprised he didn't post the fake picture which the CCP is circulating around.
The ME as far as the world is concerned is not much of a threat these days. They'll implode on their own accord.
Islam (outside of the ME is an issue though), but not the focus of the world's attention as is the CCP.

Some countries are trying to categorize the CCP as a terrorist organization. And when they are that powerful, it's a bigger threat to global freedom.
I'm predicting Tiananmen square 2.0 within 12-18 months.
