Learning isn't an indicator of phenomenal consciousness anyway. Of course robots can learn. It's easy to conceive of this possibility programmatically.
Sometimes people use words like experience to mean something that doesn't involve qualia.
ETA: And even if robots did develop phenomenal consciousness, it wouldn't surprise me anyway. There's no reason why it has to be us humans only who have this.

What is an indicator? Pretty tough question to answer for an asserted quality with no known referent, lots of bickering between people trying to refine their positions.
One might wonder whether anything indicates consciousness.
I am the Infantry. I am my country’s strength in war, her deterrent in peace. I am the heart of the fight… wherever, whenever. I carry America’s faith and honor against her enemies. I am the Queen of Battle. I am what my country expects me to be, the best trained Soldier in the world.
