Its army & intelligence agency are active everywhere; there is no doubt about that.

Nobody spoke about the rest of the "agencies" in the U.S; we are speaking about "the U.S military + U.S intelligence agency CIA", their pattern is exposed and seen by the whole world; ISIS is theirs just like Al-Qaeda was theirs.
