That tendency for misinformation to flow upward internally, and not just outward as planned, is also why gerasimov and shoigu were content to rely on meatwave tactics. Dead reckoning, literally. You can either depend on a complicated network of earnest battle reports from trusted professional soldiers to tell you whether you've gained this or that meter of ground - or you can estimate how many corpses from previous assaults gaining said meter ought to take..and keep saying "forward" until that many of your men have died.

In the context of lying subordinates, counting corpses is the superior control strategy. It is illegal to say this in russia.

Happened in my company
First we bullshitted customers, then management started to believe their own lies. Underlings who weren't following were dismissed .
Net result: 50% of r&d laid off. Company split due to the fact that we turned big profits into net losses. Top management now working for competitors and former customers.

From what I've heard the Russian proceedure now is after sending a group on one of their attacks anyone who doesn't report in afterwards is simply listed as AWOL. This saves Moscow from having to pay compensation to families.
