Even if we concede that Saudi Arabia is not an Islamic nation, it is heavily influenced by Islamic law. And, so, does such even matter? What took place a few weeks back is inhumane and disgusting, certainly consistent with fundamentalist Muslim values.

The al saud state has been trying to cleanse itself of shia islam since before the ksa existed. It's a longstanding grudge.

Not at all over nothing. The sunni shia split was precipitated by competing claims to the legendary throne of big mo. It was the issue of islam in it's day. Sunni islam, and more particularly wahabism today, won that argument. They buddied up to emerging states (and western powers) going back to around the point where the us was being founded. Turns out you can determine who's right about the islamic god by who has the best western guns and artillery.
As a consequence, every single swinging richard on pilgrimage fills their coffers and builds their powerbase. If the us ran the kiosks in mecca we'd be in charge of what is or is not islam. Come to think of it, at least as far as winter would tell you.... we do, huh? Score!
