Sexual reassignment surgery, even for adults, is not some sort of "casual" surgery. Numerous hurdles need to be crossed before such a procedure is performed. What's the alternative? To make sexual reassignment surgery illegal? How about breast implants? False teeth? Tattoos?

Nobodies getting genital surgery at 16. They may be getting top surgery with parental approval which by the way is an adult making that decision. But only adults receive genital surgery. That's the guidelines.
