Argentina won during a dorky penalty kick "shootout". FiFA needs to change their rules to a "first score" win during overtime.

For those who are interested, here is the FIFA website outlining the "Laws of the Game":

FIFA -- Laws of the Game

Any proposed rule changes must first be approved by the national football association of one's host country (in my case, the United States of America) before being considered by the IFAB.

I am going to propose a "sudden death play" rule that will decide the winner in any overtime, which is similar to American football, as opposed to a "penalty kick shootout".
