Belisarius was a general under Justinian. The vandals offered him the crown of the Western Empire, which he rejected.

Yes but this one has been coronated (I mean has celebrated his "election" victory) in the Hagia Sophia Chapel. Before him the place used to be a museum (the structure being 1500 year old and all that), Yet he turned it back into a cult place and turned it into a political center for the whole country. So there has to be some karmic / reincarnation stuff in that story. Besides: He looks and acts like Belisarius. I think it's the same spirit in two different bodies.
