Embassies and consulates provide similar service to private citizens,   But embassies conduct most of the major interactions between governments.


Consulates exist at the sufferance of the host country.   The host country can tell the consulate to close down and get lost anytime it wants.   But by tradition embassies are respected even when the host country goes to war against the owner of the embassy.
