I shot 24 rounds out of a .22 rifle in boot camp.  What a joke. My two eldest sons and I are proficient shooters and qualified Distinguished Marksman for light rifle, and both sons the same for shotgun. They essentially hit ~100% at skeet and trap. Eldest is in the USAF and the only reason he couldn't get sniper designation when shooting in basic is because there are other requirements. Accuracy was only part of it.
I only got 90 because of a weak right eye. When I shot left-handed (yeah, I know that should have been using my stronger left eye, but I had been shooting 'right-eyed' for years) those 10 shots went into my neighbor's target. Good news for him, he passed because of those. The USAF only allowed 100 shots to qualify back then (1979).

Especially with the M-16/AR-15 setup of a ring in the back, which eases the elevation issues in a very natural manner contrasted against open-v sights, which is what I learnt on as a boy.
It's also a very easy rifle to dial in.
The kid was probably breathing hot.
He had just been interrupted by a cop and likely got his shots off in too much of a hurry.

It's reported that he was both "never bullied" and "bullied every day".
The overwhelming impression I got from the interviews of people from his school was; "I have no idea who that guy was but Global Media coverage? Have you got my best side?"
Actual items that have come out; He had no military experience - obvious
Political commentators look for political motives - so far noone found one
Protection team failed to secure obvious sniper position - conspiracy or incompetence?
Politicians say it's wrong to conduct political violence; so no sending explosive cigars to heads of state or bombing presidential palaces... 
Not enough Secret Service agents to cover everything, locals were supposed to have the roofs.

Well, if we are going to go with the "he was bullied defense", perhaps something will finally be done about it.
When Ethans and Ambers and Taylors were getting killed at school by someone who had been bullied, no one in power seemed to give a shit.
Lt. Bone Spurs gets his ear pierced and now we are going to worry about bullying.
We won't get into Trump being one of the biggest bullies wandering about.
Between the shooting and Biden having COVID again, we have to have a news story to focus on.
