I saw that in the news. At first I couldn't figure out what he meant; it's such an insane thing to say. ICE is the main fomenter of the problems. There is the problem of agitators in the midst of the protesters, though.

President Trump said Saturday that the Department of Homeland Security (DHS) will not intervene in protests in Democratic-led cities unless local leaders “ask us for help,” while still pledging to guard federal buildings but “only as a back up.”

“I have instructed Secretary of Homeland Security, Kristi Noem, that under no circumstances are we going to participate in various poorly run Democrat Cities with regard to their Protests and/or Riots unless, and until, they ask us for help,” Trump wrote in a Truth Social post.

“We will, however, guard, and very powerfully so, any and all Federal Buildings that are being attacked by these highly paid Lunatics, Agitators, and Insurrectionists. Please be aware that I have instructed ICE and/or Border Patrol to be very forceful in this protection of Federal Government Property,” he continued.

Anger over the Trump administration’s immigration crackdown has reached a boiling point across the country following the fatal shootings of two U.S. citizens in Minnesota, leading to intense clashes between protestors and federal law enforcement agents.

The obvious reply is for these Democrat-led states to inform the Trump Administration that federal authorities will receive no support whatsoever in "defending" these federal assets unless and until they have assured the states that armed federal troopers will not be taking to the streets. If you ain't giving help, you ain't getting it. and if you are giving help, it had best not be at gun-point.

This is the Trump Administration acknowledging that the people of Minneapolis have won the day. Do not let up.

It can't work when he is known coward and draft dodger. To be fair though it probably also wouldn't work for Hitler (who was decorated war veteran) or Stalin (who at very least escaped from tsarist exile several times and stayed in Moscow when Germans were nearing it).
