The intelligence agencies are part of the executive branch and report to the president.
Separation of powers requires someone to be bound by norms.

They rely upon the good faith of the politicians running the system. Once we arrive at a point where one side or the other works in bad faith, the choice is either to prosecute or to watch the system fall down. America has chosen the latter.

If the majority wants to prevent women from voting, they can make that happen.
If the majority wants to jail people for being LGBT, they can do it as well.


I saw an interview long ago on Youtube. It was about interviewing republicans.
The guy asked a couple what do they think about Donald not paying taxes.
Their response: Good for him. He is smart and knows how to use the system. (They said something of the sort)
The couple was not bothered by it. They viewed Donald as intelligent.

The fact that Donald won now, it shows the opinion of all those voters. They are all ok with Donald’s behavior.

In a that particular democracy, the majority manifestly does NOT rule. If it did, Hillary Clinton would now be winding down her final weeks in office.
