However, this is not a perfect world. Though it is more and more appearing to be a police State. Perhaps one day civilians will realize they can buy pepper spray and Taser's too. As we the voyeurs and watchers of such abuse, will almost always in the moment outnumber these kind of cops. In a perfect world: everything would be dead. Civilians can also acquire swords, handguns, explosives, toxins, and an assortment of other deadly or otherwise useful gadgets. Law is funny. It's not about what people can do. People can do damn near anything that can be done. Law then says you can't. But you can. Law says it will hurt you for it. Hence the black and grey markets Civilians are funny. All of them soldiers for their countries. Unless they are your soldiers in their country.
