In specific circumstances like with anders brevik it happened, but from what I remember he was targeting Caucasians who subscribed to a political side, or at least that was his perception. But a shopping mall seems like a random place unless there's some demographics in the mall I'm not aware of.

Why almost certainly? There's not really anything pointing in any direction except the anniversary. It's pure speculation at this point.

Given the abuse and mockery directed at the gunman in that video I think it's safe to say that this isn't a terror attack. The people of Munich clearly have decided not to accept the invitation to be terrified.

The exchange on the rooftop with a passerby was about  "foreigners" and the "wrongdoings" of EU policy with regards to benefits and the "injustice treatment" of "native" people...

I'd say it's White Nationalism.

But I did give the caveat of "my opinion" - which surely infers speculation, does it not?
