That's not a difference. We award contracts to private business for our infrastructure programs. A national service could...depending on it's size, reduce or eliminate that necessity..and in so doing, eliminate the grift and collusion involved. No more of senator x funneling taxpayer funds to his buddy in the private sector, and then settling down to a nice position on the board of the same after his term is over.

I would be in favor of promoting voluntary civil services with benefits similar to what military service would get you. We promote the military here in the USA everywhere you look, so why not other beneficial government work? We could even throw in some flag-waving and eagle croaking to make it look all patriotic. Make it look like a great contract to enter, but keep it voluntary until then.
Heck, we already have groups like the Peace Corps. We could expand on that idea and make it less of a joke.

My mistake then, I was under the impression that you guys did most of that stuff 'in house'. But going back to the previous point, as, in most cases non-citizens aren't permitted to work for the civil service, the question of a non-citizen earning citizenship through it is a moot point. It's an interesting idea, but unlikely, we don't have a great track record on either refugees or being quick to give citizenship to people who really should get it (see Ghurkas).

Sounds more like a native jobs program than a national service, to me, but I'm admittedly biased by a different approach to national service that exists here in my country.

Took us a few hundred years to enfranchise native born americans...so, glass houses..lol.

We first and foremost got rid of mandatory military service because it wasn't deemed appropriate for the times anymore, and the alternative social service thing ended as collateral damage basically.

Exactly, initially it was a controversial exception for hippies that was super hard to get in, but by the time it was my turn, it was normal and 50% of young men ended up in the civil branch
