Jumping in where I probably shouldn't, but fuckitall:
Historically, blacks do indeed have lower IQs than whites, but it is important to remember that an IQ is essentially nothing more than a test score. It's been pretty well settled that blacks (and virtually all groups of non-whites in predominantly white societies) tend to score poorly on tests written with cultural biases. But getting a lower score on an IQ test doesn't make you less intelligent. There is no legitimate research of which I'm aware demonstrating that intelligence varies in any significant way across ethnic or cultural boundaries, but the recognition of that intelligence often does.
