No, but the US Supreme Court adjudicates the constitutionality of laws and of executive orders signed by the president. It's already happened with Trump's travel ban from mostly Muslim countries that he signed after he was in office a week. The Supreme Court upheld the executive order in June.

Trump can make noise and cause havoc -- he's demonstrated that adequately.
But none of that is permanent; neither are executive orders.

I'm not sure, look at what he did with the travel ban, the final version being upheld by SCOTUS.
But then I think birthright is a much bigger/tougher issue.
