It's illegal in England and Wales (Parts of UK). "Sexual Offences Act 2003" prohibit incest and I advise you to read sections 64 and 65 to know more.
If you read subsection 5 of section 64 you will learn a male is facing on summary conviction an imprisonment term not exceeding six month or a fine not exceeding the statutory maximum or both.
On indictment a male is facing an imprisonment term not exceeding two years.
A female is facing the same risk than a male if she's convicted as specified in subsection 5 of section 65.
Read fully section 64 and 65 to understand fully what is incest under laws of England and Wales.
The statutory maximum means magistrates have no legal limit to fix the amount of the fine.

Subsection 64 is about who is practicing a penetrative act and subsection 65 is about the receiver of the penetrative act.

If that were the case, then homosexual incest wouldn't carry the same penalties as heterosexual incest.  Further, some countries prohibit sex between step siblings or step parents and adult step children, which unions have absolutely no more genetic risk than sex between perfect strangers.

Incest is frowned upon due to the *ick* factor, nothing more.
