Meh, in any case - like a professional army does..they're investigating what doesn't meet their standards for conduct. That's what a legitimate authority does even when the actions of their members don't actually match the categorization as terrorism or barbarism. It's not surprising that they fail to see the humanity of a piece of prosthesis - they fail to see the humanity in humans too. Known known, that's the reason for the rules against it.

Japan is a first-world country because of the Marshal plan same for Germany. After we freed them from fascism.
South Korea would be just like North Korea if we had not intervened 
Most of the wars in the Middle East were caused by Muslim dictatorships, not the west, and have done more to develop those countries than their own governments
