Yes, they have all had their own little enclaves where they keep to themselves and don’t interact with the larger society. And it turns out it only gives the white supremacist power structure more of a reason to distrust them, especially if they do well, and progress only comes when they integrate into the larger society and they have to play nice.

Using the Jews as an example, what happens when they make money? They become a rich and scary group of people who secretly run the world, either that or their wealth ends up getting confiscated as soon as they can find an excuse. If they somehow find a way to not be as effected by the Plague? It can’t be because they’re doing something right and the Christians aren’t (things like following quarantine rules or even getting their water sources from different places), it has to be because they’re the ones responsible for the plague. Kill them! It seems like they only really thrived when they’re allowed to integrate with the larger society. Well, that and if they were given a parcel of land by the British Empire of their own, but that’s a different discussion.

Progress is painfully slow, I know, but at least it’s not a total dead end in the long run.

To be fair, there is a difference between black separatism and white separatism: one has the sort of power to do what they want, one doesn’t. And this doesn’t seem to be a case where that’s a crucial difference.
