I think he did..... Gun culture = how people (as a whole) think about guns.

It’s the only possible definition. Suppose you had asked me to define music culture or food culture or any other culture. I would have answered the same way.
It isn’t meant to commit to any ideal, since there isn’t one single gun culture - it varies from society to society. For example, New Zealand (with a respectably high rate of gun ownership) has a markedly different gun culture that the US or Japan or Indonesia.

Well, the topic seems to be gun violence and how to address it. In societies with high rates of gun violence, the chief cause is the behaviours and attitudes of the people in that society towards guns. I indict a gun culture that leads to violence.
I don’t think I can make it any plainer that that.
