That the old guard gets complacent, loses their edge, can't keep up with modern technology, and keep their job simply due to seniority or brownnosing is not some rare occurrence - it is the norm. I was an assistant manager for four years as well as being on the board of directors of a mid-sized NPO for three years.  Is there a point to your question?

We both know that the goal isn't excellence here.  Schedule F has one goal -- eliminate anybody which might say 'no' if saying no is needed.  It's a perk for Trump.  Perriod. Why do you shill so shamelessly?

All this will do is encourage civil servants to avoid speaking frankly or taking any kind of initiative.  That worked so well under Communism.
