All this will do is encourage civil servants to avoid speaking frankly or taking any kind of initiative. That worked so well under Communism.

But this does tell us one thing. You are a party-first moron who can't think for himself. You'll fit right in.

Do I have any reason to believe it's not?

Democracy don't work slowly; democracies are chaotic, democracies are "the will of the people made manifest" - and it's why America is not a democracy but a Constitutional Republic; one damaged by over 150 years of Napoleonic and European liberalism, nationalism, and progressivism infecting and destroying it, but still at it's core a Constitutional Republic. 

"Working slow for a reason" and "working slow to protect the economic and political interests of an unelected aristocracy" are two *very* different things - and it's why we are living in two worlds; the echo chamber only catches about 1/3rd of the story and repeats from there.
