This is quite true of course.
One of the challenges that Mexico has with confronting the cartels head on is geography. It's difficult for the military to project force into remote, mountainous strongholds occupied by the cartels. Additionally, corruption is endemic - and it's hard to wonder why when the choose is "mordid o su vida" (bribe or your life). They are not shy about killing politicians who won't play ball.

Those same issues of terrain spell trouble to any Trump decision to take on the cartels. You've got jungles, you've got mountains and Mexico is not a small country at all.

I don't know. Could any sort of gassing be considered a war crime by Geneva standards? I have no idea.
That said, I'm up in the air on whether it is or isn't ... but there's one hell of a rabbit-hole.
