Why not institute local civilian programs for such disasters in future events instead of relying on government to begin with? Even so I am glad people got help when all you could see on the news is that people died.

Oh wait -- local governments can't muster as many resources due to their livelihoods being destroyed and the multi-million dollar cost of rebuilding that most municipalities could not afford on their own!
