I don't think he'll get anywhere trying that, but he's still got plenty of chips with the GOP what with his battles against taxes and unions. I get the impression that he will be like Rudy Giuliani, who had to be "moderate" enough to survive the New York City political process, which left him out in the cold when it came to national ambitions. And he was a generally popular and even sympathetic figure (at least, after 9/11).
The GOP relies on the religious faction of the party for considerable support, both in terms of dollars and votes. Bush Jr was very friendly with the religious right, but McCain much less so (hence the disastrous nomination of Sarah Palin) and Romney might have been the "wrong type" of Christian. It would not surprise me if the more radical elements in the GOP make a push for a more "pure" candidate for 2016, in the hopes that things remain bad enough to get him elected before the party comes apart at the seams.
