Obviously an incomplete Death Star needed the shield generator to be built first. Then they could focus time and energy on the more important features, such as the planet crushing super laser and the Emperor's throne.

Especially considering, near the climax, the Emperor reveals that the station is "fully operational".

"Fully operational" from a certain point of view, one would surmise.

If it needed a ground-based shield, it's safe to presume it couldn't leave orbit.
If the Emperor is stupid enough to call that wreck "fully operational", he's stupid enough to build it next to a planet full of Wookies.
QED.

This proves the emperor was stupid and prideful, for which I agree. The Death Star was pretty much stuck there until completed anyway, and what better place for a shield generator than under a fortified bunker on a moon that is also protected by a planetary shield? So the designer was good, but the Emperor just liked giving misinformation.

My favourite scene in any Star Wars film was when they opened the Ark and all the Nazis melted.
THAT was mad cool.

He's not afraid of Wookies, either. c.f. Ep.II.

I thought Star Trek was where that guy goes zipping round time and space in a police call box. No?
