We got water cut off at least twice in the last 4 years so we built a well just in case. Can't they do that

Actually no, it doesn't......do you think that favored manufacturers pay for the cost of their h20? Business would grind to a halt. Let's not be silly. Water only costs money for those who have none (money, that is...though I suppose water as well, on the basis of this ruling).

Dunno about Detroit, but every city I've lived in requires you to connect to city water if you're in their service area and forbids wells to those that are.

Is there a sign on every other street asking residents not to build wells, because it's such a common annoyance ?

Perhaps your first thought was to build a well when you arrived and you looked up the law on such an act ?

No I looked into it when I purchased property, and then just for grins I looked into the matter regarding other places I've lived.
