Oh, and just a little tidbit for you clamoring for his death. It's largely suspected that the reason Roof chose to defend himself was because his lawyers planned to use his mental health as a mitigating factor, and he didn't want them bringing up details of his life that he would find embarrassing. He very well may be mentally ill. Being found competent to stand trial does not mean he was mentally sound at the time of the murders.
So, the question becomes, are you willing to kill someone that may be mentally ill, or does that not quench your thirst for revenge?

If his mental illness causes him to kill people, then obviously he shouldn't be allowed around other people. Including more sane people in the prison system.

That's why folks like Brejvik are isolated from the general (prison) population. You don't have to put them down to achieve that task. In fact, people like that should be studied to the fullest in order to prevent others from going down the same road. It's a known fact that serial killers can't be rehabilitated. But they still can offer valuable insights. In Europe they're confined for an indefinite period of time at a secure mental facility after their sentence - which is usually a stretch of 25.

why would Roof's official clemency be ahead of any one else's on death row anywhere in the country ?
The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
