Lack of a coherent, testable definition.
I came up with a thought experiment, where reality as it now stands is copied an infinite number of times, and then all the copies run independently from that point. Do I make the same choices for the rest of my life in every copy? If so, I clearly have no agency. I'm 100% predictable and just feel like I have agency.
If not, then that's a minimum requirement for me to have agency, but possibly not sufficient. It could still just be that my decisions are a function of random variables. Maybe that's what we call agency anyhow.
