Case in point: a meta-analysis looking into how effective gun buyback programs can be. It varies, but when applied in conjunction with other measures, and/or on a large enough scale, it can help reduce gun deaths to quite a lot. A small gun buyback program with no additional changes in gun laws might not do much, but something on the scale that Australia and New Zealand have done could easily reduce gun deaths. And we know this because that actually fucking happened IRL. I can't expect the federal government to do anything as comprehensive as them, but the results are there. Also, Houston isn't really all that blue. Even by the low standards of Texas, there's still other cities that are more blue, like Austin, El Paso, or Laredo.

I think the guy's point is: you want there to be fewer guns on the streets, well, fuck you. We're just going to make more of them and we're going to make them harder to regulate because we can make them our own damn selves. That's the only way I can connect the dots between scamming the Houston PD with these 3D printed guns and the point that gun buybacks don't work.

The point is - the guns turned in are usually junk - worth less than what they pay. As AWTY pointed out - if the gun iscworth something it' s more likely to get sold to a private individual.
You are not as a taxpayer, getting your moneys worth...
