The statistics for life expectancy are for the Aboriginal population as a whole. So the statistics for those living on 'tribal land' as you call it would be even worse.

No it was policy drawn up by colonial, then state legislative bodies. Since the commonwealth government was forbidden by the constitution to legislate laws for Aboriginals until 1967. Also from the mid 19th century the colonies which became states have a large degree of self government.
State governments created Aboriginal Protection Boards and appointed Civil Servants to the "protect" and regulate the lives of Aboriginals. These institutions imposed a large measure of control over the lives of the Aboriginals under their 'protection'. For example; in South Australia, Western Australia and Queensland the chief protector was made the legal guardian for all Aboriginal children under their 'protection' and could remove such children from their parents for any reason whatsoever.
This experience of heavy handed parentalism in little doubt still effects the mentality of many Aboriginal activists and indeed still influence the formulation of policies by governments concerning Aborigines.
