I did some research on this subject quickly and it seems that they can stretch skin over the penis or graft similar tissue, there are parts that won't be restored. There is a band of muscle that gets removed with the foreskin (it's what keeps the foreskin nice and tight), so these techniques result is a very loose foreskin. Better than nothing for these men. Even if there were such a thing as (a la the new Spiderman) limb regeneration, I'd rather have my original hand-and I'd rather have my original foreskin. Just because we can restore it has zero bearing on the legitimacy of the crackpots who cut it off in the first place.

It can be surgically restored? That's great, but hardly a reason to say that infants should be circumcised. It's like saying, "We're cutting off this body part without your consent. But you can get it back if you want. All you have to do is undergo a painful and expensive surgical procedure when you grow up!"
