I don't think so. I think "calling out" is anytime you make a "cold" accusation, i.e. one that's not relevant to the ongoing discussion in the thread. So if a theist and an atheist are debating whether infinite regression requires God, and someone comes in and says, "Hey guys, I haven't read the first 20 pages of this thread-- is this fucker quoting scripture yet? He's such a loser, don't expect a rational argument from him." I would say that's an inappropriate entry to the thread. If this is tolerated, the thread has officially died and been reborn as an atheist moral support group, aka a torch mob.
I have to say that for me, it's mildly inappropriate that any names have been mentioned in this thread. We're talking about a rule about not calling people out, and in that same thread, calling someone out? Why?
