I agree that if a Muslim sharia type sub-culture develops anywhere in a secular country, every reasonable effort should be made to halt it, and to return proper law and order to that particular area.

However, holding people possibly accountable for this in advance is not going to help, and seems likely to further divide our cultures. "You look like a Muslim, you're not coming in" is about the worst strategy I can imagine.
