They're at war. Multiple wars, in fact. They have the gear and mindset to match. In that context it doesn't matter much whether or not it's the "bad apples", or that generally, cop culture is "good". The circumstances in which they operate make the sorts of things we see as deplorable an inevitability not at all related to which side of the good cop/bad cop line a person falls on...if there's a line at all.
I am the Infantry. I am my country’s strength in war, her deterrent in peace. I am the heart of the fight… wherever, whenever. I carry America’s faith and honor against her enemies.
