By definition..yes.....since universe includes everything, including the creating human or intelligence and the universe in which it exists to do the creating. You're asking whether or not it's possible for a human or other intelligence to create itself and everything it depends upon, the universe it's in - but you probably mean to ask something like below.
It's -possible- for a human or "other intelligence" to create some part of the universe...sure...but I'd wonder what sense of the word were using when we say create, and we have no evidence that any part of our universe was created by humans or another intelligence. It's important to be specific.
