You can have a free and open society that is extremely efficient at detaining and diverting criminals.
I should clarify. Yes you are right, you can have a that is efficient at detaining and diverting criminals. And I for one support such measures. But my point still stands. Someone has to a criminal before you detain them and for that to happen it means a crimes has taken place. That meaning that if want a 100% crime free you would have to put people in jail when they have committed no crime.
