Since when has right of way ever been an issue for a government project? Imminent Domain ring a bell? For fucks sake they abuse that law for land developers these days. And, of course they wouldn't be making frequent stops. Stops would be at major population centers using the existing fucking infrastructure to complete the trips, much like airlines now, but without much of the hassle of dealing with airlines, or the dependence on fossil fuels, or the risk of hijackings, etc...
