An approved petition means you get to actually apply for a visa, which can take years, especially in complicated situations. In their case it probably involved getting their documents translated, and everything going through the embassy in Jordan.
With all due respect you have no idea what you are talking about when it comes to visa applications; I have some experience in that field myself and one of my close friends recently went through a similar process.
