Oh, he totally thinks he's above the law:
"The opinion of this so-called-judge, which essentially takes law-enforcement away from our country, is ridiculous and will be overturned!" - from Trump's Twitter account yesterday.
And since then Homeland security has complied with the court order, and the Administration has sought legal means in court to overturn the court ruling.
I get the point you are making. But I don't think this specific scenario does a very good job highlighting it.
