I'm given to believe that terrorism, in real-world usage, refers to attacks that are planned to create terror in order to achieve the above. That is why there is a distinction between a hate crime and terrorism. If you wake up one morning and decide to kill Muslims just because you hate them, it's a hate crime, which is no less evil than terrorism. If you wake up and you decide to kill Muslims to instill fear in the Muslim community so that people will come to see the world through your eyes or die along the way, you're a terrorist. I think the distinction is really only important in terms of how you handle it. Legally, you're still a murdering fuck with extra charges because you're a racist.
