I'm sure the person who caused this was a tax payer too .
We don't let people who pay for the roads drive drunk that would be dangerous . So why should we allow tax paying parents who don't vaccinate their kids get away with something similar .

Erm............. not to be a thorn in your side (trust me, I get your original point) but I don't see typhoid or TB of the required childhood list either (vaccine name Typh-I/O or BCG respectively). Typically those 2 are reserved for travel to or return from endemic areas or specific sub-populations. But there is always the chance that I'm completely missing something.
