The idea is that some guns are too small to humanely kill a deer...wheres in the case of restrictions, some guns are too large, or have to high a rate of fire, or are too reliable, lol......etc.
Fun fact, it's illegal to hunt deer (or any large game) with spears in most states, despite certain spears carrying more kinetic potential than a 357, with greater peircing ability than a surgical treph broadhead from a compound bow.
-as a helpful addendum to the above, you'll commonly find people shooting higher calibers from heavier and larger rifles west of the miss, where the terrain allows for ridge to ridge shooting with regularity. You'll find smaller, lighter, and shorter carbines predominantly used in the choked new growth forests of the eastern seaboard. Because sportsman have driven product trends for decades..you'll find that the overall stock and relative value of rifles reflects their use.
AR variants being a new and rising anomaly. Their modular design and selectable chamberings make it so that you can build any rifle you like. Most of which, however, are definitely -not- "high powered". They're built to put hundreds of rounds downrange, and that would be prohibitively expensive for larger chamberings.
Counter-intuitively, the smaller rounds do damage of a type and in a way that's more difficult to deal with than the larger rounds. The have a tendency to do alot more internal damage before exiting (lacking force to punch through every bone they often bounce internally, after tumbling through the air due to a lower charge). And so it comes to pass that rifles built to accurately dump cheap ammo on a paper target fast......become the worst of all possible worlds.
