1) The Abortion Clinic requirement is only in some states, and it's there in order to do put unnecessary burdens on abortion clinics in order to chase them out of the state entirely.

3) So... basically you want to make medical malpractice the #1 cause of death in America? Because that's what's going to happen if you lower the requirements to become a medical professional. There's a reason it takes a long time to become a doctor. You're exacerbating the problem, not fixing it.
4) This is nonsensical. If a Tier 1 doctor costs you $150,000 in medical treatments.. that paltry $10k isn't going to cover it. You're putting arbitrary caps on these things. Also this is clearly a system designed to screw the poor as much as possible (making me surprised Republicans haven't adopted it yet). Poorer people won't be able to afford the higher tier doctors, and will have to see lower tier doctors who are more likely to make mistakes (and face extremely limited risk for mistakes). It's a recipe for disaster.
5) Basically it's a system of healthcare for those who are rich and can see tier 5 doctors, while screwing over the poor, who won't be able to afford to see specialists who've spent enough time in the field to really know what they're doing. Oops, sorry that went undiagnosed, and now you're dying of an easily preventable disease! But you can only afford to see a Tier 2 doctor! Should have saved up some money and seen a tier 5 guy instead!
