It's a utilitarian policy. Most of the regs about hair have to do with chem/bio equipment and general safety. They may not be particularly well informed, but that's the ultimate justification. That said, in my branch, we were all encouraged to wear mohawks..which suited me just fine. I'd have loved it if they let me wear that imperial mullet..i'd have kept it braided real nice.
