I think that cherub has confused the issue with the use of the term "natural" when what he intends to communicate is that dreads are or can be a cultural norm.
The underlying question being why is the preferred style of white europeans consequentially neutral or even The Rule™ whereas the preferred style of The Other™ is an actionable issue. The answer is ugly, and it's that dress codes in the us (not just for schools) are biased to the cultural norms of white europeans and have a nasty history as a weaponized tool of racial discrimination. That we persist in this behavior while simultaneously thinking "but I'm not racist, so how can what I'm doing be racist, these are just The Rules™...what's racist about rules?" is so common it's a racist trope, lol.
Most of that, obviously for the peanut gallery, you're a bright guy and I'm sure you're aware.
