Um yes we are. It is just one party that doesn't want to play fair. The GOP has gerrymandered and deregulated since Reagan, but that does not mean we cant get back to the sane post WW2 policies that were more fair to workers.
We do have voting, and we have checks on power, but it is still up to the population to participate to insure those things work, even if not perfectly, we are still far better than dictatorships and theocracies.
Right now we have allowed too much power to our top earners, but that does not mean it has to stay that way.
