He's not arguing terms. He is saying those who come up to him and make claims cant back up the parameters they put forth. The parameters change on a dime.
Once when I was a kid, I went to a neighbor's kids house, to play chess, never having done it before. So he sits up the pieces knowing I didn't know how play. On his very first move he takes a back row piece moves it all the way to my back row, and knocks off one of my pieces. That didn't seem right to me at the time, I complained, but he said it was a lagit move, even though looking back now, I knew it was bullshit.
Religion works the same way. I don't mean one, but all. While I love liberal theists, even they change their parameters when they get cornered on issues of logic.

Usually this is a tactic that's used to deflect from what the actual passage onto your qualifications on the bible or to imply their must be some higher cryptic understanding that makes the nonsense in the passage make sense.This is usually coupled with BS about revelation or "reading it under the influence of the holy ghost " yada yada
